Bill Hamm is an economics consultant with high-level experience in both business and government. An expert on financial institutions, mortgage lending, and public finance, he has been the executive vice-president/chief operating officer of a AAA-rated $50-billion bank. He has also run a $1.5-billion loan servicing business unit for an S&P 500 company.

Prior to entering the private sector, Dr. Hamm headed the non-partisan Legislative Analyst's Office in California, where he earned a nationwide reputation for objectivity, expertise, and credibility on public policy issues ranging from taxation to health care. In addition, he spent eight years in the Executive Office of the President in Washington, D.C., where he headed a division of the Office of Management and Budget responsible for analyzing the programs and budgets of the Department of Labor, Department of Housing and Urban Development,  Veterans Administration, and numerous other federal agencies.

As an economics consultant, Dr. Hamm specializes in helping courts, legislative bodies, and the public develop a sound understanding of complex economic and public policy issues. During the past 15 years, he has given expert testimony at 20-plus trials and has spent more than 75 days on the witness stand. His expert opinions have addressed lost profits, reliance damages, restitution, just compensation for takings, interest-rate risk management, product profitability, predatory lending, prejudgment interest, and economic impact analysis.

Dr. Hamm has a B.A. from Dartmouth College and a Ph.D. in economics from the University of Michigan. His doctoral dissertation is titled "Wage Determination in Public Utilities." He is a member of the American Economic Association and the American Law and Economics Association, a fellow of the National Academy for Public Administration, a founding principal of the Council for Excellence in Government, and a trustee of Freedom from Hunger.
